[Board] Pretalx use for external conference

I’m not a board member, but speaking as a SAC member that does most of the backend pretalx support,

I see no issue with an external org using our Pretalx and see this as a very good thing especially since Luca is willing to take on the org setup

and they are willing to pay some subsidy for the use.
