[Board] Support for FOSS4G asia 2026

Hi Krishna,

Many thanks for your email and also for your efforts in organizing FOSS4G
Asia 2026. We discussed your request in our last board meeting and came up
with the following suggestions.

1. Please follow the OSGeo Financial guidelines document for this request-
https://github.com/OSGeo/osgeo/blob/master/board/documents/osgeo_financial_guidance.pdf.
As per request, OSGeo can grant 2000$ for travel grant and 500$ for the
code-sprint.
2. The marketing requirements shall be raised with the Marketing committee
<https://www.osgeo.org/about/committees/marketing-committee/>.
