per this email, I would like to nominate my name, Alain Grignon, as a voting
member to the Open Source Geospatial Foundation. Please review my arguments
for doing so below.<br>
Alain Grignon has a long standing history, working in the Web mapping/Web
GIS field from its early beginnings. He has over 10 years experience with
various web mapping technologies, initially with proprietary technologies
such as the former Autodesk Mapguide and ArcIMS and now more recently
Mapserver and GDAL/OGR. Alain has worked in both the private and public
sectors and understands the needs of both parties with respect to
technologies and innovation. Not only does Mr. Grignon have his own Mapserver
implementation running and accessible to the public but he is also promoting
its use to other projects within Natural Resources Canada (NRCan). As a
representative of NRCan, Alain represents an organization who has been one of
the most active contributors and users of open source mapping technologies.
Alain is in a unique position to relay the emerging needs and requirements
from NRCan to the foundation. Alain attended last year's Open Source
GeoSpatial 2005 conference and is also on the organizing committee for this
year's FOSS4G 2006 conference in Switzerland. Alain is an enthusiastic
supporter of open source GIS and looks forward to representing NRCan and open
source GIS clients alike as a member to the OS Geo Foundation.<br>
About Natural Resources Canada (NRCan) <br>
NRCan, historically, has been a government leader in GIS expertise and more
recently in open source web mapping. Numerous groups within the department
have laboured on MapServer and other implementations with those contributions
shared directly with the open source community. In the past 6 years alone,
NRCan, through its GeoConnections funding opportunities has directly
contributed to the advances made by Canadian open source companies on
Mapserver and other web mapping technologies such as Autodesk MapGuide. These
projects along with a new 5 year federal funding commitment of $60 million
for more Web GIS projects, among others, that support the Canadian GeoSpatial
Data Infrastructure ensures ongoing innovation in open source projects. It
also makes NRCan one of the largest paying clients/contributors to the open
source web GIS community. To date, there has been no formal representation of
government agencies on the new OS Geo Foundation members list as well as no
"client" representation in the nominations. As representative of
NRCan, Alain Grignon is poised to represent both the OS client and government
perspectives as a member to the foundation.<br>

software, but should also address the data topic. I think Daniel Faivre
should be considered as a pioneer for the free data access issue. Daniel has
already pointed that limited access to data was a key issue and was limiting
the GIS developments.<br>
At the end of the last century, he created the PGL (Public Geodata
License). The main ideas behind this licence is:<br>
- based on GPL, but modified for data issues- data modifications and<span
style='mso-spacerun:yes'> </span>traceability issues are regulated- metadata
definition is mandatory<br>
This license was first published in 2002 on a collaborative website
(http://sig.cwriter.org/index.php/PGL). Daniel gave a talk about this license
at the Ottawa meeting in 2004

concept interested more and more people and the concept is taken back by
projects around the world (mailing list and blog in Canada). I think Daniel
Faivre really deserve to be a member of the foundation and open data

[http://brainoff.com/worldkit/], a Flash based, simple but powerful web
mapping client. Among its features is support for WMS, GeoRSS, and time
navigation, packaged with simplicity for broad developer appeal. It's been
widely utilized, and just a couple examples are the OnEarth Landsat WMS
[http://onearth.jpl.nasa.gov/WK/] and the UN/European Commission
[http://gdacs.org/].</td>

was just recently released under the GPL, having been proprietary for most of
its development. I'm most excited about potential for collaboration down and
across the stack of OSGeo projects. Flash is usually not considered when
discussing open source, but there has actually been quite a lot of
development lately. With the community of tools developed at OSFlash
[http://osflash.org] it's now possible to completely develop for the Flash
Player with only open source software. Actionscript is similar to Javascript,
so there's possilbe cross collaboration with other clients. Flash provides a
consistent, usable mapping interface, especially for complex interactions
(like annotation) and has already been adopted by ESRI and Yahoo! Maps.<br>
worldKit was the first software to support GeoRSS, and I've been actively
campaigning for wider adoption of the format, and involved in the
standardization process at http://georss.org/. There's massive potential for
a fluid geospatial web, leveraging the architecture of RSS syndication. As a
OSGeo Foundation member, I would advocate for support of the format in
projects and publishing within the foundation and on the wider web --
MapBuilder is one Foundation project already supporting the format.<br>
I have also become involved in the OpenStreetMap project, taking on various
technical and strategic issues. Lately, there has been active discussion on
the future and licensing of OpenStreetMap, how it can support itself, and how
it can obtain computing resources. There has been some call for the OSGeo
Foundation to become involved in Open Geodata projects, and I'd be interested
to see what the Foundation could do for this worthy project.</td>

founder and lead developer of the open source DSpatial project
(http://dspatial.sourceforge.net/). DSpatial is the leading OSGEO code base

I am currently employed by the International Institute for Geo-information

Source projects often focus very much on North America and Europe, so support

reason, why Open Sorce software isn't as popular yet in Japan as in other
countries. Nevertheless there's a big advantage of open source projects
regarding internationalisation because of their worldwide communities.<span

open source in Japan. Geographic representation<br>
As I already mentioned before, the main development and the main decisions
are made in North America. But als Brazil and Germany have large user communities
as I know. Japan is still far away from such a wide interest of open source
software, but it is increasing year by year. Mori Toru playes a big part in
this trend. To speak from my own experience it is very difficult for people
from outside of Japan to have a look inside and understand the users
requirements, that are often very different from those in Europe.<span
style='mso-spacerun:yes'> </span>Mori Toru would be an excellent
representant for the Japanese open source GIS users, but also for the other
Asian countries.Projects representation Toru Mori is always open for new
geospatial open source projects to introduce them to Japan. Work for goals of
the foundation Toru Mori suits very well as a member of the foundation
representing Japanese (and Asian) users. He can be a very good mediator
between Japanese GIS technology and interests and the "western
world".<span style='mso-spacerun:yes'> </span>I nominate Toru Mori
from the company Orkney in Japan.<span style='mso-spacerun:yes'> </span>He
and his company are large users of open source geospatial software and have
done a lot to promote the uptake and application of these tools in Asia.</td>
