[California] [CGS] Conference in Chico

Landon,

I'm planning on going, and talked to Allan here at UCD who expressed 
interest plus my new converts to FOSS. So I think we just need to jump 
the hoops with the Marketing procedures from OSGeo to get them to chip 
in for a booth and some materials.

I don't have time to take the lead on getting the marketing together but 
can lead up the actual effort at the conference.
