[California] Becoming a chapter - almost there

I was triple-checking the list of things to become a chapter, we have 1
thing left as far as I can tell before I officially submit the request.

We need to nominate an "official representative to liaise with the OSGeo
Board". This person once excepted by the OSGeo board would be an officer
 in OSGeo. I'm sure what that means, but you should probably attend
board meetings on IRC/conference calls once a month.

With that, I say we do a round of nominations, and then have a round of
some sort of vote - any ideas?
