[California] AGU reinforcements from TX

Robert,
You may note that the AGU is listed on our prosed events (California
Chapter wiki page) for the last several years. However since none of our
regular table team goes to AGU with any regularity it just hasn't
happened. I'll also note that Tyler was invited to talk at AGU several
years ago and there are usually a few FOSS sessions.
I'd be happy to encourage people to do it, will provide the CA Chapter
Exhibition kit. But someone more in involved with AGU needs to be the
lead on it. That means getting all the paperwork in order, bringing up
the funding question to the OSGeo Marketing Committee/Board, and
organizing people on the ground.
FYI, several OSGeo regulars (not necessarily from CA) go the conference
but would rather attend talks than do a booth.
