[California] Update on Our 2013 Annual Meeting

I've reviewed the 6 responses to my survey on the annual meeting and made
some updates to the wiki page:

If Michele is still willing to host us at UC Davis, it looks like a date of
December 7th works good for everyone.

The most popular talk topics were "Geospatial Programming in Python" and
"GIS on Mobile Devices". I added a second 30 minute talk about how we've
been using ODK at my day job to do monitoring of flood control
infrastructure in the Delta. I've also added a workshop in the early
afternoon on open source Python scripting with ArcGIS.

Another popular talk topic was "GIS Database Management and Design". I left
a 30 minute slot open before lunch if someone would like to speak. Please
let me know.

All of the activites I suggested got a roughly equal number of votes. I've
volunteered Brian to lead an activity for work on the OSGeo Live. I also
added an OSM mapping party for those that don't want to work on the OSGeo
Live. Can someone volunteer to coordinate the OSM activity? (If not, I'll
take care of it.)

Can we use the OSM activity to pull in some people that might not otherwise
attend the meeting?

Please review the proposed schedule and program for the annual meeting and
let me know if you have any comments. Once we've ironed out the kinks, I'll
put together a 1 or 2 page flyer we can use to promote the meeting.
