Hi Michele,
It was great having you speak at our recent GIS Day event, you did a fantastic job! The California GIS Council is comprised of all levels of government (Federal, State, Local...I want to say there may have been some Tribal representation for a time but that seat may be vacant at the moment), education, non-profit and private industry. This advisory body helps make recommendations about geospatial issues. For me personally, i think the best reason for the council is that it helps keep lines of communication open between these sectors which, in turn helps us to function more efficiently as Californians in general. The California GIS Council email list has been used to announce statewide events, local or regional events, announce disaster relief efforts, find and distribute data, announce government job positions, solicit feedback on standards and to keep the California GIS Community close.
A couple ways you could get involved: (1) subscribe to the email list (and speak up if you've got something to say - instructions after my signature), (2) attend council meetings and help advise your fellow GIS folks (either via webex or in person - meetings are announced over the list).

Subscribing to mailing lists
Subscribing to a mailing list is very simple:1. Choose the address with which you want to subscribe to the list2. Send a message to sympa at ucdavis.edu from the address you want to subscribe to the list.Sympa is not a person but a mailing list management robot. Thus it is useless to send it loving words! ;-)3. In the subject line of your message, type in: subscribe ca.gis.council Firstname Name4. Leave the message body blank.5. After this, you will receive a message telling you whether your request was accepted or not. The subscription to the list is subject to individual approval but I will happily approve of your subscriptions while I'm in the office.
If you need to send a message to all of the list owners you can send a message directly at ca.gis.council-request at ucdavis.edu
Note: you will sometimes be asked to confirm your subscription request before it can be processed. If so, please conform to the instructions contained in the message you receive.

At Monday’s GIS
Council meeting, the Council decided to keep the comment
period on the Council’s draft charter open to solicit
additional feedback in anticipation of mid-December vote. The
current Charter and draft revision are attached. Please
submit comments and revised language to Mark Greninger (MGreninger at cio.lacounty.gov)
by COB Tuesday, December 2, 2014.
Mark will schedule
another meeting of the Governance Committee to review and
incorporate updates, circulate among existing Council members,
and develop and new draft.
The final draft
revision will be circulated after that date along with
instructions for a scheduled meeting of the Council to vote on
the revision.
