[California] California Local Chapter on New Site

Hi Folks,

I've added the California local chapter to the new site here
http://osgeo.getinteractive.nl/local-chapters/california/ ... Just
added some basic things from the wiki and used a california flag as
our logo for now. There is guidance in the style guide about creating
a local chapter logo.

If anyone can help out to make this page nicer, let me know and Ill
get you setup with a login.
