[California] 2018 Planning

Wendy Nelson (Executive Director of URISA International) is managing
things, and the latest I heard about a conference chair is that the SoCal
URISA chapter is taking the lead, and Russell Mercer is the president.
I will be in touch when I hear anything about planning meetings.
