[Conference-europe] web page of foss4g-europe

Marco, it was discussed previously  with sac and (i beleave) with the
community as well, that the address can be europe.foss4g.org/[YEAR]

don't get me wrong - nothing is certainly written into stone, but I
have personally spent too much time with the discussions about domain
for conference-europe, even payed one by myself, which turned out to
be maybe the fastest, but not the best solution.

if you could live with europe.foss4g.org/YEAR, I would welcome it, if
not, please take action, and contact SAC directly via trac - I'm not
going to do it anymore.

I propose, that ovner of any domain is either OSGeo.org, or European
body, what ever it's gonna be in the future
