[OSGeo-Conf] Call for Votes: Host Venue for 2007 conference

Folks,

I must confess to being more comfortable with the Victoria bid,
though I think that both bids were strong.  If we do the conference
in  Victoria I'd like to make an effort to reduce the price and/or
offer cheap options for those whom a higher rate is a problem.
