Sorry for being annoying, but we should really
- avoid DOC and XLS
- use documented formats
- if you cannot avoid DOC and XLS (why?), please *also* post it as
   OpenDocument (ODT, ODS)

Seems to be a minor issue, but posting RFPs as OSGeo in undocumented
formats is really the wrong signal.
