There are some nomadic tribes who like to travel to new destinations.
Also, it seems to me that most of the big proprietary guys are make a 
stronger
effort to sell licenses outside of Euro/NA. Perhaps it is getting 
difficult to
sell licences in Europe/NA. OSGeo take a que form this phenomena and
push FOSS4G solutions outside Eupope/NA too. In that sense FOSS4G2008
in SA was a commendable effort.

Considering the efforts that have gone into preparing the bids,
I think Devner, Utrecht, Beijing could be asked if they want to
re-bid for 2011. In case they are interested, we could consider
selecting from the three without inviting additional proposals for
2011.

P.S. I wonder why the mails I send to conference_dev are not
