[OSGeo-Conf] 2010 hosting RFP plans

It seems that the RFP draft[1] has passed through several rounds of 
edits, and we're looking good for a Monday release.  I have also let the 
OSGeo board know of our plans.  So speak now if you have any more 
comments.
