If I was still on the Committee, I would have voted +1 :-)

I don't think it should be automatic, but should be included in
the bidding process. Something along the lines of "when your
conference ends, we would like the LOC chairperson, or their
nominee, to volunteer to join the OSGeo Conference Committee,
with a view to remaining on the committee for at least 1 year".
