[OSGeo-Conf] Feeding lessons learned into the FOSS4G city selection process

There are a number of things I'm writing into our FOSS4G lessons learned 
which should feed back into the FOSS4G city selection process.

Before preparing the next FOSS4G city selection process, I suggest 
reading through the lessons learned, the guidelines for selectors (if we 
don't have guidelines, we should), and guidelines for bidding cities.
