[OSGeo-Conf] presenting foss4g2010 at foss4g1009

I think its perfectly appropriate for the conference chair to both open and
close the conference.

It seems strange to me that this responsibility would fall to anyone else.

In my mind the conference close can be brief, but should contain the
following (not in any order):

1. Thanks to all delegates, presenters,  sponsors, etc
2. Thanks to all OC
3. A forward look - i.e. Lorenzo
4. A summary of the conference (nothing deep, just perhaps a few words that
reflect your experience of the conference and perhaps some comments you've
heard over the previous few days from delegates)
