[OSGeo-Conf] Booth for local chapters at FOSS4G 2010

There has historically been a fairly large OSGeo booth on the
exhibition floor (in 2007 it was 20'x20', in 2009 it was 20'x10'). I'm
not sure what the 2010 planning is, but having an explicit OSGeo space
is pretty standard.
