[OSGeo-Conf] 2011 RFP Process has begun

An update on the 2011 request for hosting:

- added Thierry's suggested changes to the Letter of Intent requirements
- added 'midnight UTC' for deadlines as suggested by Thierry
- added conference reports from FOSS4G2009 and FOSSGIS2009
- modified dates to:

    Release RFP:                        2010-03-12
    Letters of Intent (Stage 1) due:    2010-04-09
    Stage 1 question period:            2010-04-09 to 2010-04-16
    Stage 1 decision:                   2010-04-23
    Proposals (Stage 2) due:            2010-05-21
    Stage 2 question period:            2010-05-21 to 2010-05-28
    Final decision:                     2010-06-11
