[OSGeo-Conf] [Board] Motion: Authorizing FOSS4G NA 2013 Agreement

I'm going to wait up to 36 hours before I vote on this.
I'm hoping to see as many answers as possible to my prior email.
And in particular, I'd like to give FOSS4G-Nottingham an opportunity to 
air any concerns they may have.
