[OSGeo-Conf] Motion: (Strike 2) Authorizing FOSS4G NA 2013 Agreement

+1, based upon assessment of both FOSS4G-NA and FOSS4G-UK both having 
very competent teams, and consequently there is a low risk profile for 
supporting both events. Also based on confirmation that Stephen Feldman, 
FOSS4G-UK chair, supported the joint backing of the two conferences.
