[OSGeo-Conf] [Board] FOSS4G 2013 RFP Result

I'll echo Peter's comments in encouraging Helsinki to bid again.

For Sydney's FOSS4G 2009 event we put in an "intention to bid next year" 
the year before we bid. The fact that a city has been thinking about 
FOSS4G for more than one year will certainly go in your favour for 
future bids.
