[OSGeo-Conf] FOSS4G 2013 RFP Voting

I hope that proponents will do their best to answer any questions that
committee members come up with in a timely manner, but the official
question period is over, so it's possible some late-posed questions
might end up unanswered. Committee members, be-warned.
