[OSGeo-Conf] conference web site/ software

Andrew did suggest teleconference lines, but I also have the problem of 
not having a local number to call.
If we have less than the (10? skype max) then I suggest that we use 
skype along with irc://freenode.net#osgeo as a backchannel.
