Hi Eli,

I won't speak for the whole LOC of Nott here, but joining now is probably not very fruitful. do however join the Volunteers, we still can use many of those  at the conference itself! See the 2013.foss4g.org for joining.

And as academic Track chair  I'm happy to share our experiences on the publishing. That would be something to start as soon as possible, we now seem to have a somewhat stable system set up with the two outlets (TGIS and OSGeO journal). I suppose you will be in Nottingham, let's resolve to meet there and get the 2014 AcTrack going...!

Why wait 6-12 months?  Another call for Letters Of Intent could go out, perhaps from Nottingham?

Determining several years in advance can also give future cities an opportunity to join LOCs as an observer or minor remote participant to gain more experience or at least observation before it is their turn.  I'm hoping to join the Nottingham LOC, especially the portion that will publish the proceedings since I will likely be involved in that for 2014.
