[OSGeo-Conf] amending the RFP process

Hi Bart,
Great to see you capturing these ideas.
I suspect that many of the ideas you have identified should probably be 
instantiated into the FOSS4G Cookbook: 
http://wiki.osgeo.org/wiki/FOSS4G_Handbook

Feel free to add draft sections to the cookbook as per:
