[OSGeo-Conf] Proposal to resinstate FrankW to conference committee and act as conference chair

As discussed on the board IRC meeting, FrankW has stepped up and 
volunteered to act as Conference committee chair.

So I raise the motions:

1. That Frank Warnerdam should be re-instated to the conference committee.

2. That Frank Warnerdam should take on the role of conference committee 
chair.
