[OSGeo-Conf] Fwd: FOSS4G North America selection process

Andrew, I've added some review comments.
Good to see you thinking about how to integrate with an international 
foss4g process. I expect there to be a lot that foss4g-na can contribute 
back to international foss4g processes.
