Thanks Jeff for the info and i understand. I will send this suggestion to the 'conference-europe' mailing list and request feedbacks/suggestions.  My aim was  also to get the selection committees  of all FOSS4G "Regional" teams also to consider looking into how they can make good use the efforts put in by the teams bidding for the Global FOSS4G conference in their regions.

The example i gave for Europe might be used for North America region as well. This might also encourage more strong submissions from more cities (as they will know there is an opportunity to host the regional FOSS4G conference the next years if they had strong bids which were not selected for the global conference). This will also help plan events 2 years in advance  giving the LOCs good time to put in place all needed support for organising a large scale conference.

Regarding FOSS4G-Europe, as I said to those with ideas of hosting
FOSS4G-NorthAmerica, it is really up to the FOSS4G "Regional" teams
themselves (meaning: the region in question should start to develop
their own selection committee, made up of past chairs for their own
events).  I said this to the NA gang and I also recommend this for
Europe.  In the case of FOSS4G-Europe 2017, the selection committee
could be made up of Jachym (FOSS4G-CEE 2012 chair) , Vasile (FOSS4G-CEE
2013 chair), Peter (FOSS4G-Europe 2014 chair), and Maria (FOSS4G-Europe
2015 chair) initially; so I will let them speak and decide for 2017 Europe.

Of course one could add Steven Feldman into that mix as well, who earned
the right to help decide on FOSS4G-Europe with blood sweat and tears for
hosting FOSS4G 2013 in Europe :)
