[OSGeo-Conf] FOSS4G 2016 host city

Thanks mpg (and for waking up early on the West coast to share this 
information), and thanks to both teams for all this effort.

Tomorrow the OSGeo Board will vote to approve this 
recommendation/decision.

I also value all of the questions and comments by the OSGeo Conference 
Committee members.  Very thorough.
