[OSGeo-Conf] Comments on Philadelphia 2017 proposal

Before we go to voting I would like to suggest a skype call or an IRC for the conference committee to discuss the 3 bids in a private environment. I can set up a doodle to find the best date for the conference committee if others agree that it would be worthwhile
