[OSGeo-Conf] Extend 2017 proposal deadline?

Hey Everyone,

I observe that some people involved with bids for Ottawa, Philadelphia, 
and Boston were also involved with FOSS4G 2015 in Korea, FOSS4G NA 2016 
in Raleigh, FedGeoDay in D.C., and other activities all within a couple 
of weeks. This is on top of their daily lives, day jobs, and family 
obligations.

Would it be unreasonable to push the proposal deadline for 2017 to a 
slightly later date such as October 17th?

The folks involved are some very active people in the community and it'd 
be a shame to needlessly push them towards burn out. There is plenty of 
time between now and 2017 to afford this small extension.
