[OSGeo-Conf] Extend 2017 proposal deadline?

Speaking for the Boston LOC, we can say that we are comfortable with both
dates that have been proposed (i.e., 10/7 and 10/17). We would like OSGeo
to make the final call on the timeline that the Committee feels will result
in the best bids, and ultimately the best conference.

We respectfully accept whatever the Committee's decision is.
