[OSGeo-Conf] Extend 2017 proposal deadline?

Thank you Robert, Michael, & Dave.

If anyone is opposed, please speak up in the next 24 hours otherwise 
we'll call it lazy consensus and make-it-so. The committee should not 
need to vote on something so trivial. No one has argued against the 
extension.

And thank you to everyone who shared their thoughts.
