[OSGeo-Conf] Extend 2017 proposal deadline?

And a +1 from me just in case. I think it may be easier just to have a
vote, we will probably spend more time discussing whether "lazy consensus"
is okay than it will take to get sufficient votes :). We have 3 already,
plus an implicit one from Helena.
