[OSGeo-Conf] How the conference committee operates

While I'm acting conference committee chair, the committee will
operate guided by these documents:

Also with a strong conservative leadership hand by me and adjusted to
fit my schedule and time zone.

If you have questions, please ask; don't presume to take operation or
know how the committee operates (reading the docs would be a good
start if you want to know how it operates).
