[OSGeo-Conf] Extend 2017 proposal deadline?

I have updated the dates in the Bid Process section at the foot of the page so that they are consistent with the dates elsewhere.

Rather than having questions flying around the list and then trying to keep track of them would it make sense to have a section in the wiki? 

I would also like to remind all three bidders that:
we will require full details of any seed funding and guarantees that they will require, they will need to enter into an agreement along the lines that we have already proposed for the 2016 team (not yet fully approved by the board)
we will want clarity on the relationship/contract with the chosen PCO
Should these requests go into the wiki?
