This year in 2016, we'll see what happens in Europe for a summer date
when travel would be within the continent.

All three 2017 proposals, http://www.osgeo.org/conference/rfp, more or
less offered the same summer week.  I would have preferred a September
date option as well.

Part of giving more advance notice to LOCs responding to the RFP, is
to have more venue options available.  My understanding is that
availability on venues fitting 800+ are often booked 1-3 years in
advance.  And 'good' dates are booked first or charge a higher rate
(someone in the professional conference organizing industry might be
able to explain 'good' is more specific terms).  Lausanne didn't bid
due to lack of suitable dates at venues,

Over the next two years, we'll see how these earlier dates work in
Europe and North America.
