[OSGeo-Conf] Recommendation to approve seed funding for FOSS4G 2017

The Conference Committee are currently reviewing a request from the FOSS4G 2017 LOC for seed funding. Voting will be completed by close of business on March 7th and we hope to submit a recommendation to you for board approval at your next board meeting on March 10th.
