[OSGeo-Conf] [Board] Board rep for FOSS4G 2017

Sanghee:
Thanks for accepting we are eager to work with you! And, as you surmise we
can do much of this through correspondence and we're happy to accommodate
your "other, later end of the day" tendencies for when face-to-face (i.e.,
Hangout/Skype) is required.

We completely share the goal of contributing to the upward swing of Global
FOSS4G events and making Boston the best ever, after Bonn does the same in
2016!
