[OSGeo-Conf] OSGeo Conference Committee Process

I think you can take this point even broader. 

After browsing through almost all the OSGeo wiki pages related to our 13 (?) committees I was surprised to see that we don't seem to have a process description of how a new committee is supposed to be established, run, linked to the board and -last but not least- disbanded.

 

Given the list of committees [1] I can see a distinction between at least 2, possibly 3 categories:

1. Committees with a specific responsibility in keeping the OSGeo organisation up-and-running: conference, finance, marketing, sysadmin, website, code-of-conduct, incubation;

2a. Committees that should act as a linking pin between OSGeo and other organisations: geo-for-all, UN, open geoscience, Inspire (proposed);

2b. Special interest groups: public geospatial data, SDI committee;

 

Since the committees are part of the official structure [1] I suppose they have -on their own domain- the freedom to act as the official OSGeo representative, without interruption of the Board

Therefore I'd expect to have:

a) a linking pin between each committee and the Board (through a Board member, who preferably is not the chair of the committee)

b) a clear description of the tasks of the committees: no gap, no overlap please 

c) a clear governance model. Not necessarily the same for each type of committee

I’m writing this not because Andrea works at LocationTech but because I feel some unfairness. And there are efforts to increase the communications between OSGeo and LocationTech at the board level.

I'd like to propose that we invite Andrea Ross to join the OSGeo Conference Committee.
+1 from me, Cameron Shorter.

My reasoning is that Andrea has a lot of experience running conferences, especially through his involvement with LocationTech, and there are synergies that could be gained by aligning OSGeo and LocationTech effectively.

I note that there have been concerns aired previously about LocationTech competing to take over OSGeo's flagship FOSS4G event. I'm of the opinion that we should be mindful of this, but we should discuss the options openly and I believe we can find a solution favourable for all. An effective way to support this conversation is to invite Andrea to be one vote among our conference committee.
