[OSGeo-Conf] stepping down from conference committee

Steven,

given that I have been on the conference committee probably since the beginning in 2006
and I am currently on the board I am stepping down from the conference committee.
The committee now has many experienced and active members and I have no doubts that it can 
continue managing the success of FOSS4G conferences for many years ahead,
