I think one of several points of institutionalizing Travel Grants at
the Conference Committee and not on the LOC is so that the LOC doesn't
have to worry about it, financially or otherwise.

Yes, TG will need a budget. This won't work the first year, but we
can do multi-year funding, that is, set aside 20% of the proceeds to
the next year of TG. For the first year, the Conference Committee
could request a starting amount (or the Board could set a starting
amount/priority). Somewhere around $15,000 might be a good start.

I agree on not trying to independently raise TG sponsorship possibly
in conflict with the LOC. I'd like the LOC (and OSGeo generally) to
include an option to fund TG while approaching sponsors.

Making it mandatory for the LOC seems worse than doing nothing at all.
