Thanks for the clarifications Maria - given this, my recommendation to the board will be to either A. reassign budget from this to make the award more appropriate to the local context and support a widening of access; or, if A is not possible B. lower the sum award to be given at FOSS4G in 2018.
I don't want to be seen as refusing money or wider assistance, but I consider the amount of money for prizes to be out of keeping with the message and optics that FOSS4G in Dar es Salaam is conveying. My fear is that we are open to the suggestion that we are focusing on a rewarding a constituency that can make it to FOSS4G, neglecting those that cannot - hence my previous desire to utilize the fund to widen participation. If this isn't possible (and I hope that it is!) I would veto this amount of money to be freely given for the reasons above.

What is the amount of the prizes is something that GeoForAll has to discuss and ask to the Board but it is not for allowing people in attending (yes, it can help, but this is not the aim of the award).
Therefore, please, leave them separate as they are. This are GeoForAll awards for the best students (bachelor/master/PhD). The occasion can be the FOSS4G but in principle it is not mandatory.

Hi Maria,
To simplify any confusion, I think $3.5k on prizes is excessive, with $2.5k being better spent on widening participation through targeting students who would not be able to access FOSS4G.
IMHO This should be under the TGP which should focus on bringing high calibre students to FOSS4G, not rewarding those already here. Regardless of this, tiers of $400, $250, and $100 for first, second, and third respectively seems more than appropriate - but this at the discretion of the GeoForAll committee!
We already have a plan in action for pushing the broader TGP for FOSS4G in Dar. If those on the GeoForAll committee could let the LOC know about how they’d like to proceed, we can plan and budget accordingly.

It will be the same "Travel Grant programme" (TGP) and the criteria will be defined by the LOC as they think is appropriate. The aim of the GeoForAll student travel budget (say 2k USD) will be to add into this pot and give more flexibility for the LOC to provide opportunity for more students to participate at FOSS4G 2018. I understand TGP is for anyone to apply but this 2k USD from GeoForAll budget for supporting student travel can be used specifically to support more students using the same TGP criteria. The LOC need not give the money directly to the students . For example, once LOC know they have 2000 USD in this pot , they can bulk book student accomodation earlier (this might help in getting accommodation at lower costs ) thereby getting more impact for the same amount and hopefully benefiting more students (maybe 40 students!). I leave it to LOC to decide details as they will have more ideas .

Suchith, what especially do you mean with "Student Travel programme" ?
Yet, we have a "Travel Grant programme" (TGP) that also adresses to
Students (but not only!). In order to keep things clear and simple (and
to avoid that the same people might participate in the "TGP" and "the
Student TGP") I would suggest not to have two different travel grant
programms.
Perhaps this was just an incorrect formulation and we mean the same TGP
;-) ?
In general I agree with Steven and Mark not to have too high prices -
the value of participation of many is much higher, than letting one
student return back home very happy from a FOSS4G ... ;-)
