[OSGeo-Conf] [Board] Request for support of FOSS4G SotM Oceania community day

Fair enough! Understood that the conf committee is focused on the conf
right now. To expedite our regional TGP, we might kick off a smaller
program to begin with, and (hopefully) extend it if & when we get
additional support.
