[OSGeo-Conf] Recused

Venka,

as said, I see no issues with the proceeding of Paul. He will not vote
for stage 2 and he was not in CLOC when he voted for stage 1.

I do not see any reason to discredit someone who's done so much for our
community. What's the purpose behind it?
