[OSGeo-Conf] Draft RfP document FOSS4G 2020

Thanks for this all. I've added a section regarding commitment to diversity
and inclusion, with the addition of whether LGBTQ+/other groups are legally
discriminated against with the country- this is considering the experience
of the Dar team and efforts that we went to.
