[OSGeo-Conf] Letter of Intent for FOSS4G 2021 (other regions)

Dear Guney,

no matter, i will put it into the WIKI and try to figure out, what is
wrong with the WIKI account. In any case, it is okay to adress your
answers to the conference list, please do never send them only to me
personally ;-)
