[OSGeo-Conf] Motion: 2nd Call for TGP for local events / Applicaiton for Travel Grant Programme"OSGeo Oceania" 2019

Do we expect any events that may request <https://www.osgeo.org/events/>
TGP in 2019? I do not see a foss4g asia scheduled for example.

Budget is just planning across OSGeo organization, please do not go out of
way to spend money not yet used. By the same token if an unexpected
opportunity comes up committee officer can attend a board meeting and ask
for additional funds.
